The 2024 Commonwealth Magistrates’ and Judges’ Association (CMJA) annual conference, held in Kigali, Rwanda, proved to be a resounding success, attracting 312 delegates and 41 accompanying guests from 45 jurisdictions. Canada had a strong presence at the conference, with hosting duties performed by the President of the CMJA, Justice Lynne Leitch of the Ontario Superior Court, and with Justice Malcolm Rowe from the Supreme Court of Canada, Justice Sandra Wilkinson from the British Columbia Supreme Court, Justice Dallas Miller from the Alberta Court of King’s Bench, and Justices Todd Ducharme, and Graeme Mew from the Ontario Superior Court among the attendees. The conference, themed “Environmental Justice,” featured keynote addresses from Rwandan President, Paul Kagame, and Chief Justice Faustin Ntezilyayo, who emphasized the importance of environmental rights and the role of courts in ensuring environmental justice. The conference also included a poignant visit to the Kigali Genocide Museum, prompting reflections on restorative justice after conflict.

Justice Leitch, President of the CMJA, played a prominent role at the conference, championing judicial wellness and endorsing the Nauru Declaration on Judicial Wellness. The Declaration emphasizes the critical link between judicial well-being and judicial integrity, calling for judiciaries worldwide to recognize and support the well-being of judges. It reaffirms that judicial well-being is essential, judicial stress should not be stigmatized, and promoting judicial well-being requires a multi-faceted approach involving awareness-raising, prevention, and management activities tailored to the unique circumstances of different jurisdictions.
