The Quadrennial Commission (QuadComm) hearings took place in Ottawa on February 20 and 21, 2025. Daily updates were shared with members. Copies of those messages can be found on the Member News platform. 

The Association’s case was well presented, and a follow-up request from the commissioners included technical data questions, which our counsel viewed as constructive.

For the next steps, the Commission will formulate its recommendation (expected by July). The government then has four months to respond. If required, the Judges Act will be amended (no fixed deadline).

The 2025 Commission marks over 20 years of dedicated representation by our lead Counsel, Pierre Bienvenu, Ad. E. Pierre has become an expert on the issues of the judiciary and the QuadComm process and with his decision to step back after this process, he has made special efforts to impart this history and expertise to his team at IMK and co-counsel Jean-Michel Boudreau

The Association wishes to thank Pierre for his many years of exceptional work and wise advice. Pierre shares the following remarks with members: “It has been both a privilege and an honour for me to represent the Association and the Canadian Judicial Council over the past 20 years. I’ve enjoyed working with each and every one of those who acted as our Instructing Justices during this period, and equally with [Stephanie] and predecessor, Frank McArdle.”
