CSCJA Supplementary Health Care Insurance Plan – Sun Life Policy #16974
CSCJA members are eligible for exclusive and advantageous rates on a supplementary health care insurance plan that is unique in Canada. This program supplements the Public Service Health Care Plan (PSHCP) with benefits such as unlimited home nursing care, travel, hospital and other health care. Premiums are deducted from your payroll prior to retirement (personal pre-authorized debits required after retirement). The Association is the sponsor of the plan, underwritten by Sun Life and administered for the past 30+ years by The Prosure Group, A People Corporation. The CSCJA works with Prosure to negotiate and maintain favourable rates for members.
How to join?
Judges are eligible to enroll in the plan upon appointment to the bench and valid membership within the CSCJA. (Members who cancel their coverage are not eligible to rejoin in future.)
You can join within 90 days of appointment without health evidence. If you join the plan later, you will be required to provide health evidence, unless Sun Life offers an “open window period” in a following year.
You can also continue the plan after retirement as long as you enrolled prior. You must let The Prosure Group know that you are retiring so that your premium can be collected through preauthorized payment.
You cannot enroll in this plan after retirement. The Manulife portion of the Emergency Health Travel Insurance coverage terminates on retirement.
What is covered?

- $100.00 per day, over and above the PSHCP, for semi-private and private hospital rooms. *
- Out of Province/Country Emergency Health Care, of up to $200,000 in addition to PSHCP. This coverage is for trips of 40 days or less.
- Up to $500.00, every two years, for the cost of eyeglasses or contact lenses. *
- Up to $50.00 every two years for the cost of an eye exam. *
- Up to $1,500 for the cost of hearing aids, every 5 years. *
- Up to $1,000.00 per year for physiotherapy. *
- Charges for the services of a Personal Support Worker/Homemaker for 20 hours per week. If you are hospitalized the number of hours is increased to up to 24 hours per.
- Unlimited Private Duty Nursing at home for you and your dependents (as defined in the contract). The Public Service Health Care Plan must approve the claim first and there must be a medical need for a nurse as opposed to a caregiver. *
- A two-year extension of coverage for your spouse, at no charge, in the case of death while a member of the plan.
*Limits are per family member covered under the plan
These benefits, with the exception of #7, are all supplemental to the PSHCP and all claims must be submitted to Canada Life before submitting to our plan.
How do I file a claim?
Our plan is in addition to the PSHCP. All claims for the following benefits must first be submitted to the PSHCP (Canada Life):
- Vision care
- Hearing aids
- Hospital rooms
- Physiotherapy
- Nursing care
Once paid, the explanation of benefits can be submitted to our plan (Sun Life #16974), along with the claim form to: cscja@prosure-group.com
Claims for Homecare/Personal Support Worker – These claims should be sent directly to our Sun Life policy #16974 as there is no coverage under the PSHCP for this benefit. For the first claim you will need to send a doctor’s note stating that you need homecare coverage. If you have been discharged from a hospital, make sure the note states that discharge date so that you can be reimbursed for the proper amount for the first 14 days. The invoice from the service provider must have the name of the provider, the dates and hours they work and their hourly rate. We will need a completed claim form each time you submit a receipt. - Up to $5 M in coverage.
- Pre-existing Condition Clause shall apply to those members 70 to 75 years of age.
This benefit of our plan is no longer available upon retirement.

Judges Counselling Program
The Judges Counselling Program provides federally and provincially appointed active and retired judges, justices of the peace, masters, prothonotaries, and their spouses and eligible children (under 21 years of age, or under 25 years of age and attending accredited school, college or university on a full-time basis, or 20 or 24 years of age who was a dependant child as defined above when they became incapable of engaging in self-sustaining employment by reason of mental or physical impairment, and is primarily dependent upon the member for support and maintenance) with access to short-term counselling and work-life solutions services away from the workplace, where problems can be resolved in an environment of understanding and strict privacy.
